At the Constitutional Convention there were a fair number of delegates that refused to sign the Constitution that they put together over those few weeks. Given that they were sent there to amend the Articles of Confederation and not come up with a new document they thought it was important to get all of the delegates to sign [at least the ones that didn't leave in disgust].

So good ol' Ben took on the task of convincing them to sign the Constitution. There were a bunch of big egos in that room; no easy task. Ben went to each one of them and convinced them that signing the Constitution did not imply that they agreed with it. It only implied that this was the document that the delegates came up with.
