Doesn't wash, Dave. GHWB had more than a year after the Gulf War and the fall of the Soviet Union to say what he meant by "the new world order", a phrase he himself had used (a rather menancing one if you remember history). He never even gave a speech. If he had presented any sort of a vision for the post-Communist world, he might well have won the election. Clinton presented a vision in 1992 -- the "putting people first" stuff -- while Bush did not.
