He was the one making the argument that there are long delays between changes in exports and stock builds.

His analysis stands in stark contrast to EIA's & IEA's and several other firms that are projecting $29 WTI if OPEC does not increase in the 3rd quarter.

Crude levels should be heading down from here.

Specially since Mexico just announced that their inventories have plunged recently.
