What we are mostly talking about is knowing who has the guns and ensuring that they are responsible. Just as every child who knows the function and application of a condom is not ready for sex, so too many people in possession of firearms are not mature enough to operate them correctly. It is the legitimate function of the government to ensure that only responsible people operate such a dangerous tool. TP
