Not really. That is how the Military tries to work on anything secret. You can see a good example of that illustrated in a movie (forget the name of it) on the development of the atomic bomb. The Military doesn't want anyone to know what anyone else is doing...and scientists work the opposite way...they need and invite criticism from all colleagues.
