At the moment, the return of deficits is not a given

I would say that the return of Federal budget deficits is as near a sure thing as you are likely to see. Combine an economic slowdown (a real recession is not required) with Bush's tax cut (current cost 1.8 trillion, with a guaranteed tax crisis every year), and you will see surpluses turn into deficits within two years.
