That may be true. The word rudimentary suggests to me that it's not true. Getting fissionable material to enter a critical mass isn't like a stick of dynamite with a fuse. It's quite difficult. There are all sorts of very precise timing and placement issues of the explosives that are needed that conflicts with the idea of rudimentary. So delete the word rudimentary from your sentence and I'll agree that it's ok.

But I'm already at the point that creating a weapon is doable. Not easy, but doable. The issue is the delivery system. Rogue states, terrorists etc. are not likely to use ballistic missiles as the delivery system. I would be pleased as punch if they do choose that route, because the development, production and placements of those types of systems are more easily detectable through intelligence means than the other methods, such as a truck. I'd rather be looking for a missile silo or mobile launcher for a mid-range missile than looking for a Chevy Suburban.
