I was also surprised at the small number (23) when I first did
the calculation. The calculation was based on Probability
Theory.

The probability P that at least two persons have the same
birthday in a group of n persons:

P = 50% n = 23 persons
P = 70% n = 30 persons
P = 90% n = 41 persons
P = 99% n = 60 persons
P = 99.9% n = 70 persons
