Actually about 50,000 criminals were sentenced to be sold as indentured servants and transported to the North American colonies beginning in the late 1600's and early half of the 1700's. What kind of criminals? Pickpockets, snatch and grabbers, every day run of the mill riff-raff from the streets of London, Bristol and other British cities. Most ended up on Virginia and Maryland plantations. When their term of service was over very few could afford to return home, even if they wanted. A lot of religious minorities, some of whom were subject to persecution, did emigrate to the American colonies, too - Quakers and German pietists for example - though they weren't usually legally "criminals".
