reverse engineering is not illegal if it is done correctly. however, many licensing agreements prohibit reverse engineering by licensees. in other words, legality depends on the facts.

I don't perceive reverse engineering as illegal. However, when you reverse engineer a company may run the risk of infringing upon another's IP.
