Senator Arlen Specter, Republican of Pennsylvania, has introduced legislation to authorize the National Institutes of Health to pay for embryonic stem cell research, including experiments that involve the destruction of embryos. And in an interview last week, Senator Orrin G. Hatch, the Utah Republican who has stated his support for stem cell research, said that while he would not go as far as Mr. Specter, he believed most senators would vote in favor of allowing some kind of research to go forward. "If Congress, in its infinite wisdom, chooses to intervene," Mr. Hatch said, "well then, I think we are getting pretty close to that magic 60- vote number.""
