The short answer is that it's not.

The Framers set up a pretty fine system. The Court was established as a body to interpret that Constitution; it's members were appointed and not elected. That didn't occur by chance. The Framers wanted to ensure that the elecorate could not fix the composition of the court. The Court is the only body that is free from misguided influences of public opinion, a balance from that of the Executive and Legislative.

Your quote from Andrew Jackson is a good one. There is no ability of the Court to enforce it's opinion; there is no USSC standing army or police force. The Court relies on the cooperation of the Executive and/or Legislative bodies enforce any opinion of the Court. Once again a balance of powers.
