'Guns or butter' is one of the oldest questions in public finance. It symbolically refers to the choices public officials have to make in allocating budget resources among alternative uses - whether to feed the citizens or defend them. While the answer is both, it is never clear how much of each. The reason is the existence of a genuine trade-off between these mutually exclusive objectives, in that more of one implies less of the other.
