Shifting the subject....There were some prior discussions on the thread related to leadership, delegation, etc.. Generally along the lines that GW is a hands off President. Set the vision and let the troops take care of the rest. All in all, not a bad philosophy.

So I took special interest when I came across this article.

I might have thought with the precedence already established that the Commander of the Base, perhaps with some consultation with the US Embassy/State Department could make a decision here.

In Tokyo, Japanese foreign ministry officials said Powell told Japanese Foreign Minister Makiki Tanaka in a telephone call that President Bush would take part in a decision on whether to hand the suspect over to Japanese police.

Not bad, Bush doesn't seem to be able to trust the Base Commander and Embassay to make a decision here. He can't even bring himself to let the Secretary of State make the decision. Colin Powell must be feeling pretty empowered right now.

I suppose he feels a need to get in front and be the tough President. Diverting afterwards to a baseball related event for a photo op.
