Presumably, she was under the care of a psychiatrist, who was needed in order to prescribe the antipsychotic medication she was on. I would think it's within the realm of a psychiatrist's duties to inform a patient's spouse if there is a liklihood that his/her patient may harm him/herself or others. I'm assuming the husband was informed of the possibility of danger there.

Prosecute the husband on the basis of "should have known" alone... ?

I don't think anyone was talking about legal responsibility for the crime. They were talking about the moral responsibility of a parent to take care of the kids. If you have five kids in the home, the oldest being home schooled by your wife, your wife also having dealt with a failing father, and now sitting around the house like a zombie while the kids are unwashed and untaught, that's not looking out for your kids, murder notwithstanding.
