The institutions that have sold gold short to raise funds for other purposes. I know for a fact it happens because I bought a significant amount of gold and silver from an institution 3 months ago and then I took delivery. It took them a month to come up with receipts and they were all from different banks. Goldman had to step up to give them some of their stocks.

Its a total scam to use other peoples money and then try to screw them out of it. Trust me.
