Once the producer will have the license to export, he'll be able to do all kind of money laundering schemes, Russia beside oil, gas, PGM other natural resources doesn't have too much for export. But they got gold, lots of it, on the ground and in the ground. And more organized crime than any other country. What better way to turn themselves into legitimate business owner than being a partner of the goldmine? All these extorted rubels will buy gold and go to western market. Legitimate money, no bank in the world will hesitate them.
