Therefore the best strategy is.

If you are selling naked calls or puts you sell them out-of-the money and with a tight time frame, usually 3 weeks to expiration. You are basically selling garbage to retail investors. Sometimes I go 3 weeks or I will go out much furthur when i'm not sure of the timing.

If you are buying calls or puts you buy them in-the-money so that you can obtain intrinsic value of some sort.
As far as time goes, no one has perfect timing, therefore, you try to buy time by going 2 months out of more.
