Not exactly !

Intel's D2 is an existing fab - one that has been expanded quite a bit over the years.

Intel is simply planning on upgrading it - in stages, no doubt - to 300 MM capability.

D2 is a development site - in addition to a manufacturing site - and it makes no sense to develop new processes on the existing 200 MM wafers - when all new fabs will be using 300 MM wafers.
