This problem is made more intractable because the Democrat heists take place in mostly black precincts where they will run a high % anyway. This provides a PC cover to keep any pain-in-the-ass pro-democracy reformers away. It is also further proof of the cynical racial bigotry that the left is so married to today. They don't think the blacks will EVER take their votes back and exercise power by their own choice. It's a real plantation attitude by those white liberals, and another corrupting influence that will eventually-hopefully sooner rather than later-lead to their downfall...
