Slow down and think before you right PL. The allegation is not that Gore won Philly County by more than 90%, but that he won at least one precinct by that much. Bush won the County by 92%, and no doubt won some precincts by amounts approach 100%. And in urban precincts that are overwhelminingly African American, I have no doubt that Gore would have won those overwhelmingly, since he won over 80% of African American vote nationwide.
