There are always some tricks to make a certain government look better but I doubt that CNBC had those in mind. Although the table I provided only had relative data (and you know that the population trend in Germany is negative), the absolute number of unemployed persons is also sinking. There are of course some Government programs to get e.g. young people (at least temporarily) work but overall there's not much doubt that the trend is slightly positive.

IMO the influence of the government on unemployment is greatly overstated. If the economy is in a slowdown or downtrend there's not much the government can do about it. Of course, there's always the possibility to play some tricks with the statistic but that only works short-term (e.g. the old Kohl government tried this shortly before the last election by funding suddenly lots of employment programs).
