The idea was MISUSED years ago. Thus those who would seize power by destroying democracy rather than winning elections (and who seem to have, in the process, seized the Democratic party) were able to associate the idea of literacy as a requirement with the discrimination that it was misused for. It's a textbook example of the danger of trying to be in politics without adhering to solid principle. Politicians on both sides, while condemning the discrimination, should have stood up for the literacy requirement. Our system has been going downhill ever since, lead by the Democratic party. The interesting question now is what will happen when the pendulum swings back, as it inevitably will...
