Believe me, I'm not naive. Conservation is just a part of the overall solution. It's something we can personally do while we wait for our system to find and punish the guilty.

Plenty of energy supply now, lower demand and the prices are still near their highs, at least in California where Bush is fighting a political war against the whole state (as well as the rest of the West in the process). Trying to loot, drain, dominate and crush the California economy to try and scare people into blaming the current Dem leadership here because he knows California more than anywhere can keep him from getting re-elected and decide which party runs congress. We have a lot of congressional elections out here. The balance of power. But you know what? Bush is making a big mistake because most people I talk to out here are enraged and know they're being scammed big-time, and not just democrats either. Gray Davis is getting more popular here not less so despite the Bush Company's barrage of negative ads against Davis posing as a group called "Citizens for Tex Reform" (yeah right) .

Bush/Cheney aren't as smart as they think they are, just more ruthless than we ever imagined they could be. This is something you do to national enemies during a war not on the homefront after you were very lucky to win a very close election and should be mending bridges not destroying them.
Remember Bush lost the popular vote. He should be doing what the people want not what his already very-rich cronies want.
