CK: I believe you are overlooking quite an important issue related to the development of defense expenditure policy--regardless of who is in the White House--namely, the behavior of the intelligence community, the CIA, NSA, FBI and DIA.

Their massive and secret budget allocations, their massive and secret bureaucracies, their massive and secret intelligence gathering capabilities make for a huge behind-the-scenes struggle for dominance and preservation of their respective technological and policy-making turf.

It wouldn't surprise me in the least if there was a serious struggle going on right now, particularly with Rumsfeld around. Throw in the fact that NSA has repeatedly shown themselves to be inept at interpreting data in the last ten years, and is now famous for grossly overstating the military capabilities of the old Soviet Union right up to its collapse and witholding information from other intelligence agencies.

Elements of the DOD and Congress are no doubt constantly subject to agencies currying favor and claiming greater reliability than the next guy, even in the face of demonstrations that the internet can also be a reliable source of intelligence data.

All of this has got to represent significant background noise when trying to create any policy that balances pork(Strom Thurmond country probably has more DOD pork than anywhere else) with corporate lobbying, defense analysis and political philosophy.
