Some outside budget analysts are skeptical the White House can avoid touching Medicare, at least the surplus portion, this year. For one thing, the margin for error -- less than $10 billion in a budget with more than $2 trillion in annual revenues -- is too fine, they say.

``It's literally not even a rounding error,'' said Stan Collender, senior vice president for public relations firm Fleishman Hillard and long-time Washington budget watcher.

And the Concord Coalition's Bixby said the tight squeeze for this year underscored worries about the effect of the tax cut down the road on the budget.

``The wake-up call is coming sooner than expected,'' he said.

* Senator Conrad has accused the Bush Administration of "fiscal mismanagement on a grand scale". He says there is no way we can afford the massive tac cut without eating into SS and Medicare and that the surplus is going to be much smaller than anticipated. While Bush acknowledges the smaller surplus he has still not amended his numbers.
In other words, so much for the tax plan. It's either going to break the government budget or be whittled down quite a bit.

** The worldwide effect of the recent energy gouging equals one half of our national budget. Hundreds of billions transferred to Texas and Arabia from every man, woman and children not only in American but globally. It's enough to sink surpluses even more and make the tax cuts impossible to sustain. So basically they just ripped us off for everything extra we thought we had. The biggest robbert in history.
