Is it ethical for a community to have a "no killers allowed" policy?

I would say yes (with careful wording about consent and timing re: birth...)... but I'm not sure there's an equally ethical way of enforcing this rule...

Hmmm. That means no police, no military, no FBI. All are trained killers, and some or many do wind up killing.
