Wow! Maybe we could make them sign a letter of intent to be good and then if they don't sign or do something bad we will have another charge against them. Sounds like a great idea.

Why don't you simply enforce the laws that are already being violated under this scenario?

That doesn't mean that every gun toting criminal will be found and stopped, but it does mean that they will have a definite charge that can be brought even before they use the gun.
