we could make them sign a letter of intent to be good Yes indeed, That has been the moderate position. Usually it is compared to getting a drivers license before driving, and registering the car on a periodic basis, but you have the right point. After all, a driver's license is more or less a promise to drive well along with some testing and not a guarentee that there will never be any accidents. Doesn't stop all bad things that can happen when bad people are involved, but it does mean that a chain of responsibility can be maintained. TP
