A moral relativist wouldn't say that. He or she would only say that in my life and my culture we have such evidence. But would not presume to say it for other cultures or other people.

I don't see why not, since no moral judgement is involved.

If I comment that totalitarian (or authoritarian) governments with the habit of frequently and capriciously killing and torturing their citizens are frequently overthrown by bloody revolutions, this comment is in no way inconsistent with moral relativism. It is not a moral judgement, simply a comment on historically observed patterns of cause and effect.
