It should be obvious to you that a whole state does not go from adequate to disaster so quickly without some outside event, or manipulation of the system. If this were a "natural" degredation of the power grid in California there may have been some rolling failures in Modesto or Bakersfield or some such thing, but not a state wide complete failure with no physical failures involved. It defies credibility.
