simply enforce the laws that are already being violated I doubt it is clear to anyone what those laws are. A simpler law such as a person must show themselves to to be of sound mind, not criminal, and not otherwise restricted to get a gun, and afterwards the owner has to demonstrate that the location of the gun is known periodicly or it must be reported as missing. That's really a pretty simple law and much easier to determine when it's being violated. TP
