People will pay down bills, yet widespread nature of the rebate- ie nearly every household will see an unexpected $300-$600- will see some of it consumed.

It will only take a small percentage of households spending a portion of their refund to bump sales- and as someone else pointed out, most refunds will arrive about the time people are preparing for the school year.
