Could be. The article that I checked on for that just mentioned families, didn't mention if it was a traditional nulcear family or a single parent. Regardless, they weren't just released from institutions...

And where did I demonize Reagan? I just pointed out it was a bad time for the unemployed and small businesses. Which it was. It was also probably unavoidable given the state of the economy. Services were also being cut back during that time, which made it a lot more precarious for the unemployed. Now one might argue whether or not that was avoidable, and if it was, who is to blame for it. I have pointed out in the past that I viewed such things as necessary at that time to get the economy back on track, and I did my part in getting inflation under control. But I also recognize that people suffered at the time and they weren't necessarily welfare cheats, bums, mentally ill or any of a large number of negative stereotypes that often get thrown around. Like the silly argument that all of the minimum wagers are either lazy or teenagers (could be both I guess). It is very possible for people to wind up on the bottom of the economic ladder by bad choices of employers or just plain bad luck. Fortunately, there are chances in the US economy to turn things around and reverse that stuff, unlike too many other countries...
