JDN, the oil is not in short supply; the refining capacity is in short supply. New plants are under construction and will come on line as fast as possible. The market is working. The shortage and price squeeze is due to the combined stupidity of California politicians and utilities, and the natural market response, price gouging...er, rises. The Cheney energy plan really has nothing to do with the case, except for using the California energy crisis as political cover.
