There can be NO international treaty regulating them without violating our Constitutionally guaranteed Right.

I look at it this way: countries other than the United States have sovereignty also. If those countries want to control the sale of weapons leaving their country they have a sovereign right to do so. If they want to group together to form an international agreement; they have the sovereign right to do so. If the US does not wish to participate in that agreement, they have that sovereign right. Other countries [within their borders] are not obligated in away way to abide by the US Constitution.
