The UN is debating an international treaty regulating the flow, manufacture, slae and distribution of small arms.

And it is their sovereign right to do so within their own boarders. If Holland, hypothetically, declares that they will allow the sale of "small arms" produced in their country outside of their borders, they have that right. If Holland and Germany agree that they will not allow the sale and distribution of small arms between themselves, they have that sovereign right. If Holland and Germany agree that they will not allow the sale of guns to Cuba, China, and the United States they have that right. If the US does not wish to be a signatore [you're correct they won't] they have that right. The US does not have the right to demand: Holland, you must sell "small arms" to the United States because we have a 2nd amendment. That's infringing on the sovereignty of Holland.
