This is an American thing and until it is recognized by the masses for what it is and something is done about it our society is doomed to low test scores and people that can't read let alone vote. It is a national disgrace.

CA is among the lowest in the country in per capita student spending. It's not the freakin' janitors or the teachers. Yeah, there's too much middle management, but the population has increased alot, they can't attract enough teachers because they don't pay enough, plus the earlier grades have had class size reduced for the past few years.
