Lets call it less bearish. Take from this perspective - if a lower low is set then that would imply that the downtrend is intact. With a double bottom that would just imply that the downtrend may not be intact, but also doesnt imply an uptrend, could be a consolidation period like a pennant/flag/wedge/rectangle. So I prefer to say less bearish than bullish.

Another consideration is that the DOW/SPX/OEX did make clear LOWER LOWs.

Right now the NDX is at 1640, so it has broken below the previous trough of 1655
