So SS gets the Payroll tax checks, cashes them, sends the cash to Treasure. Treasury sends TBills back to SS which stores them in a Scrooge McDuck vault and........ then..... what does Treasury do with the cash?

You're almost there. Don't backslide! or the day will have been a waste for you. If the SS money could even be invested in T-Bills it would be no problem assigning every taxpayer his or her own account to watch THEIR T-Bills grow for THEIR retirement. Current retirees could no longer be paid with working Americans "trust fund savings", because that would amount to theft of individual's assets-which is only legal for tax and environmental purposes. It wouldn't be very long before a mass of 100 million voters would send to Washington candidates who believed in the reasonable proposition that, if we assign the money to working taxpayers, and give them even bare-bones property rights, we can allow them to allocate THEIR investment as they see fit. THEN, and ONLY THEN, do you have a trust fund-but not just one. You have 110 million trust funds belonging to everyone who works. A trust fund that Puff Daschle and "Dick" Gephardt can't steal away from them, as they so regularly do tax money. Create that complex of trust funds, and you have not only secure American's retirement for them, you have enhanced their liberties-and run every Marxian liberal west of Boston out of Washington to boot...
