The bids were a function of market expectations [how much people would pay for 3G services] and how much can be squeezed into that spectrum [which is a LOT thanks to QUALCOMM]. Q! is the party most directly responsible for the size of the 3G bids. If Q! had required 20% royalty, the bids would have been smaller [since the service providers would have had to pay a bigger chunk of the revenue to Q!]. By providing enabling technology and charging a very low royalty, Q! caused the very high bids [perhaps too high since demand is not yet known and the timing of the technology availability isn't known either]. This group of ego-inflated idiots is directly responsible for understanding that US would not sit down at the global table without a home made safety blanket wrapped around it. But even that was difficult due to the regular internal 2-party bickering. Ilmarinen But luckily 30kHz TDMA was a joke already them, the 40% AMPS still a nightmare to live with.
