I must admit, when I first heard about HARRP I thought: "there goes those conspiracy nuts again... don't they realize it's basically a new communications tool to maintain contact with deeply submerged submarines?" But now I'm not so sure. Some of Tesla's suppressed research and inventions are included in the HARRP technology and an official release by an Air Force Pentagon officer confirms some of the potentially more diabolical uses that HARRP could be employed to achieve. A rudimentary type of "mind control" is well within its design capabilities.
