This makes sense, with modern equipment etc. silver mining is much cheaper. But still takes the same inputs to produce a horse. And I think the Bible is thinking about a high quality horse suitable for pulling a millitary chariot. Of course, the horses might not have been that good in todays terms as people in Canaan usually rode around on donkeys with camels for long distance travel. Horses seem only to have been used by the millitary.
