for the insiders yes...

for the average retail shareholder...or institutional shareholder for that matter, all it means is dilution which is fundamentally bad for the price of a stock, particularly in a negatively biased market.

Why do companies buy back their shares at depressed prices?...you guessed it...to support the price of the stock and keep their options in the money.
