This is, of course, about politics. The seniors will vote for whoever robs the most from working Americans and gives them the money. The most logical solution-that as long as the government is paying their way, they shouldn't be allowed to vote-is not going to be put in place. So you are left with having to deal with the greedy bastards. Here's one:

Pass a new "Byrd Rule", that limits prescription drug benefits to a time limit like the one on tax cuts. Then augment it by attaching marginal tax rate reductions and capital gains tax reductions to the drug bill. The greedy supplicants don't object to any of that, and if it's presented properly, they will pressure Puff and "Little Dick" to tow the line. And the tax reductions will pay for the drugs and more...
