You misunderstand. There is no "ending SS's troubles". The only way out is for SS to die. It is a giant ponzi scheme set up by the liberals to further themselves politically. Now, it has started its collapse (like all ponzi schemes do). The best thing to do is to get out of the way and let it fall. In the meantime, those of us paying in to the current SS system need to provide for our own retirements as SS won't be around to help out.

Geo Bush, honest that he is, understands the politics of the situation well enough to know he can't just say, "Let's kill off SS"; it would be political suicide. So he is doing the best he can, suggesting an alternative that will at least be as fair as possible to the generation that is being ripped off.

It wont really end SS's troubles, but it will help insure that people putting in to the system now can get something out of it. SS's basic problem is that it is a pyramid scheme. Since it is legal and since the government can force people in to it, it has worked a lot better then most pyramid schemes, but it is unsound by its basic nature.
