Simple answer...

If you read the old SEC filings carefully, you will find that GRNO is NEITHER a 'listed' company NOR a 'reporting' company. Only filing the reports (for a while at least, and mayhap not all of them) that a 'reporting' company would be required to file.

GRNO is NOT required to file ANYTHING...which may be why the SEC has not been after them for the total shutoff of information once trouble surfaced.

Of course, this may be a strong incentive for GRNO to NEVER become a 'reporting' company, much less a 'listed' company - and thus more freely tradeable and REQUIRED to report to shareholders - and truthfully at that.

And just FYI - the SEC's claims against the Carraways were for short swing profits - which would have to be paid to the company (GRNO) - so when the SEC agreed that the Carraways did not have to pay, as they couldn't pay, the money that was not paid would have otherwise gone to GRNO - NOT the SEC (well the penalties would have gone to the SEC).

Just to keep the score straight for those who might not otherwise realize who's gaining and who's losing.
