Forced? You do know it was passed UNANIMOUSLY by the DEMOCRAT-DOMINATED Calif state legislature? Maybe you don't; you got enough else wrong. Your trigger factor wasn't quite right either. Or maybe it was in the demolib-distorted world you live in. The original bill had price controls in it. They came off first in southern CA; prices shot up. Then they came off in northern CA and prices shot up statewide. National political developments had nothing to do with this. Oh, and as I said, there is quite enough blame to go around. If you wish to throw rocks, you'd best improve your aim.
