No one can stop us from doing it if we want to. Are you familiar with the expression "Mexican standoff"? That's when everyone's got guns pointed at each other, and everyone is afraid to make a move for fear of being shot. What we have here, my dear, is a Mexican standoff, between the USA, China, and Russia. I suppose that China and/or Russia could launch a pre-emptive strike against us, and bomb us back to the stone age - but I don't see any other way to stop us - and I think it would likely backfire.
