There is no argument that defense spending is (largely) a waste.

That's a tough statement to prove. I don't know of anyone that even has their hands around what the defense spending is, let alone whether it's largely a waste. Years ago, I worked with the Pentagon budget office on a particlar program. I learned of a metric they used: If it didn't have a life-cycle cost over a $1B they didn't care and didn't want to hear about it; they considered anything less than $1B round-off error. Wasn't it Barry Goldwater that said "A billion here, a billion there and pretty soon you're talking about real money."
